IAM is important as it can be used in securing and controlling individual as well as group access to your AWS resources. What else you can do is create and manage the identities of the user and grant the IAM users, permission to access your resources. You can also grant permission to the outside users of AWS.

If you are thinking of using IAM then you need to first subscribe to any one AWS Services that is related with IAM. With the help of various median such as IAM, APIs, AWS CLI, or IAM console, that provides a web based or a point-and-click interface, manage users, group and permissions. To create policies, you can bring in use the visual editor.
Who all can use IAM and what problem does it solve?
Anyone who is a customer of AWS can use IAM. There are no charges applicable for providing the service. If any other AWS services are being used by your users, then only, you’ll be charged otherwise not.
